International trade relations take place at a multilateral level as well as at regional and bilateral levels. Given the current status of negotiations within the World Trade Organisation (WTO), regional and bilateral negotiations appear to be increasing. Some commentators claim that regional and bilateral trade arrangements (RTAs) are the 'building blocks' of the multilateral trade system, while others argue that RTAs undermine the consensual decision making process of the WTO, thereby further emasculating developing countries.
tralac undertakes a number of activities to build human and institutional capacity in southern and eastern Africa so that countries in these regions can participate effectively in international trade. These include various publications, such as books, working papers, trade briefs, news articles, commissioned papers and presentations on RTA issues. In addition, tralac conducts both long and short courses relating to RTAs and also convenes workshops and conferences on numerous RTA topics.

RTA role players
tralac has continued compiling lists of stakeholders in trade policy formulation and implementation in the region. These lists represent the parties that should ideally be consulted as the processes of trade policy formulation and implementation unfold. This week, the list for Botswana is being posted on the RTA webpage and will complete the list for all SACU member states. The documents are a work in progress and will be amended from time to time depending on the feedback received as to its accuracy. This exercise will be rolled out to cover all SADC countries in the weeks to follow.
